Development applications

This guide describes a research path — it does not decide what is allowed on a property. Confirm exceptions and amendments with the municipality.

Larger proposals — subdivisions, site plans, official plan or zoning amendments — move through formal development applications under Ontario’s Planning Act. Pre-consultation with municipal planning staff is typically mandatory: staff confirm the application type, the studies required (traffic, servicing, environmental, urban design), fees and timelines. Applications are circulated to commenting agencies such as Durham Region and the local conservation authority, and the public gets notice and a chance to comment. Council or delegated staff make the decision, which can be appealed to the Ontario Land Tribunal. Durham Region comments on applications of regional interest, such as those near regional roads or servicing. Several municipalities publish dashboards tracking active applications. Verify requirements with the municipality before applying or building.
