The City of Pickering is reviewing applications for a proposed 21-unit townhouse development at 666, 668, 672, 678 and 682 Liverpool Road in Ward 2. The applicant is Plaza 6 Inc.
What the applicant is requesting
The proposal would place the homes in four townhouse blocks within a common-elements condominium. Two blocks would face Liverpool Road and two would face an internal private road. The application materials describe two parking spaces for each unit and six visitor spaces.
The applicant is asking the City to redesignate the land from low-density to medium-density urban residential use. Pickering says the existing low-density designation permits up to 30 dwelling units per net hectare, while the proposal seeks 54 units per net hectare. A zoning amendment is also requested to permit townhouses and create site-specific standards.
An application is not an approval
The City expressly identifies this as an unapproved proposal. Municipal staff must review the planning merits and supporting material, and public input forms part of the process. The filed application includes an Official Plan amendment, draft plans of subdivision and condominium, and a zoning by-law amendment.
For property owners, this is a useful example of why the current zone is only one layer of a development review. A project may require changes to both Official Plan policy and zoning, along with technical review and public process.
