Road and development update: Durham Region notice materially updated September 29, 2026; reviewed by DurhamPlanning.com on October 2, 2026.
Lane restrictions on Rossland Road West in Whitby are now scheduled to continue through October 23, 2026. Durham Region says the affected section is between Des Newman Boulevard and McQuay Boulevard. Weather may still change the timeline.
Why the road is being modified
The work is intended to create eastbound and westbound turn lanes leading to a proposed commercial development on the south side of Rossland Road West. The Region says crews are modifying the centre median island and the eastbound curb lane. The project also includes changes to curb lines, the multi-use path and pavement markings.
The phrase proposed commercial development is important. The road work provides access infrastructure, but the notice does not say that the development is complete or open. It also should not be read as a complete account of every planning or building approval associated with the site.
Current travel conditions
One lane in each direction is expected to remain open while the restrictions are in place. Drivers should still allow extra time and watch for temporary traffic controls and workers. People using the multi-use path should pay attention to local routing because the path is one of the project elements being modified.
For nearby owners and tenants, access work can be an early visible sign of development activity. It does not by itself answer questions about the final tenant mix, opening date, building permits or whether every phase of a proposal has received approval. Those details need to be checked in the applicable municipal records.
What to verify
Anyone evaluating a nearby property should distinguish the Regional road project from the local planning file. Durham Region is responsible for the work on Regional Road 28, while the Town of Whitby is the primary source for local zoning and development-application information.
