Pickering Fifth Concession Proposal: 13 Homes and Two Private Roads

Published on DurhamPlanning October 2, 2026 · Independent information

Planning news update: Current City of Pickering application record; reviewed by DurhamPlanning.com on October 2, 2026.

Pickering is processing formal development applications for 3225 Fifth Concession Road in Ward 3. The proposal from 869547 Ontario Inc. would create 13 detached-home lots in a common-elements condominium.

How the proposed site would work

The homes would front onto two private roads. One road would connect to the north side of Fifth Concession Road and the other to the east side of Sideline 4. The applicant proposes to retain the balance of the property as open space.

The applications include a draft plan of subdivision, a draft condominium plan and a zoning by-law amendment. The zoning request would place the property in an appropriate category and establish site-specific standards for the development.

What residents should understand

The City states that the project is not approved. Formal submission means the proposal has entered municipal review after pre-submission comments; it does not predetermine the outcome. Access, servicing, environmental conditions, slope stability and other site matters may affect the review.

Anyone considering nearby property or land with similar conditions should distinguish between a concept, a filed application and an approved project. Private roads and common-element ownership also create long-term maintenance and governance questions beyond land-use approval.
